Online and offline platforms

The key points for the implementation of Shandong Cultural Consumption Season are platform construction, cultural resource integration and effective publicity of information. We will build an online platform (website or App) to disseminate cultural consumption information to the people of the province. We will use venues, parks, blocks, movie theatres, bookstores, cultural tourism spots, squares and creative fairs as offline platforms to carry out cultural activities.

Special activities in 17 cities

We will integrate special activities in 17 cities to embody Shandong's regional culture, meeting people's growing demand for spiritual and cultural products and services. We will optimize the environment for cultural consumption to increase the cultural consumption of urban and rural residents.

Summing-up meeting

We will fully summarize the first Shandong Cultural Consumption Season, noting the overall situation and main achievements, and finding out any deficiencies in our work. We will also explore long-term measures to boost cultural consumption.

Ⅵ Operation system for people's beneficial cultural consumption

"A card, a coupon, a platform" operation system

A card:

Consumers can go to a bank to open a union pay card (the card number starts with 62) or log on to the service platform of Shandong people beneficial cultural consumption through mobile, PC or TV device to register for free to get a Culture-easy Card. Consumers will receive discounts or store credits when they buy cultural products at sign-posted stores.

Coupon, cash, bank card, Wechat pay and Alipay are all acceptable in sign-posted stores. The amount of the purchase is recorded on the consumer's Culture-easy Card.

A coupon:

The government-funded cultural consumption coupon will be released through the Unionpay APP and the cultural consumption information service platform, which is a way of letting consumers lead consumption and improve the government's financial support mode. It will encourage cultural enterprises to provide more cultural products and services to meet consumers' needs.

A platform:

The platform will integrate the Unionpay APP platform and the Shandong cultural consumption information service platform, releasing cultural activities information, collecting cultural consumption data and promoting cultural consumption. The issuing of Culture-easy Cards and cultural consumption coupons will make consumers' registrations and applications easier. It will monitor in real time and analyze consumption data from consumers and sign-posted stores, providing data support for improving the top-level design of the cultural consumption season.

Ⅶ Supporting measures

Strengthening organization and leadership

The first Shandong Cultural Consumption Season is being led by the provincial government. It is organized by the provincial party committee publicity department, the shandong provincial department of culture, the shandong tourism development commission, the shandong provincial bureau of press, publication, radio, film and television and the shandong provincial bureau of cultural relics, and co-organized by relevant provincial departments and 17 municipal governments.

We will set up the organizing committee of the first Shandong Cultural Consumption Season. The directors of the organizing committee office will be the deputy director of the Provincial Party Committee Publicity Department and director of Shandong Provincial Department of Culture. The office’s deputy directors will be the leaders in charge of the organizers and will be responsible for the implementation of the cultural consumption season. Seventeen municipal governments should set up relevant leadership to ensure the effective implementation of the cultural consumption season in local areas.

Strengthening financial support

Funds for cultural publicity should be planned at provincial level. Financial support can be used for issuing consumption coupons, purchasing services from cultural consumption platforms and promoting and organizing the cultural consumption season.

Strengthening promotion

We will build the official website, and Weibo and Wechat accounts for Shandong Cultural Consumption Season, using new media to release information about activities and exhibitions. We will set up a special column at the channels of provincial news media in order to strengthen promotion and raise awareness of the cultural consumption season. We will launch collections for the season’s logo and mascot to increase publicity.
