在上面的報(bào)道中，potentially unstable people就是“治安高危人群”，深圳警方對(duì)“治安高危人群”的界定是“有前科、長(zhǎng)期滯留深圳、又沒有正當(dāng)職業(yè)的（having a criminal record, staying in Shenzhen for a long time without a proper job）”；“在應(yīng)當(dāng)就業(yè)的年齡無正當(dāng)職業(yè)、晝伏夜出、群眾舉報(bào)有現(xiàn)實(shí)危險(xiǎn)的(having no proper job despite being of working age, hiding in the daytime and going out at night, being an unstable factor in the community according to public tip-offs)”；“肇事、肇禍的精神病人員，對(duì)他人有危害的（people with mental disease or causing public disturbance）”；“對(duì)群眾安居樂業(yè)有現(xiàn)在或潛在危險(xiǎn)的（posing a threat or potential threat to public security）”。

除了高危人群，還存在其他潛在的社會(huì)不穩(wěn)定因素，例如ant tribe（蟻?zhàn)澹┤后w劇增，wealth gap（貧富差距）的擴(kuò)大，price hike（物價(jià)上漲），corruption（腐敗），high unemployment rate（高失業(yè)率）等。
