12月21日，香港特別行政區(qū)政府向立法會(huì)提交了關(guān)于2007年行政長(zhǎng)官和2008年立法會(huì)產(chǎn)生辦法的修改議案。兩個(gè)議案雖得到半數(shù)以上議員的支持，但未能獲得全體議員三分之二多數(shù)通過(guò)。

報(bào)道中的vote down表示“投票否決”，比如，They have voted down the amendment.（他們投票否決了修正案。）Vote on是指“就…表決”，而“表決通過(guò)”則用vote through來(lái)表達(dá)。
