A buffer zone including over 20 km of pipelines and four pools with a total capacity of 300,000 cubic meters will be built to contain possible spill of polluted water. 上述新華社的英語新聞報道十分明確地傳達了一個意思，那就是buffer zone是在可能造成污染的地區和人類活動地區之間的一個“緩沖區”，如果沒有這樣一個“保護地帶”，一旦發生污染就勢必會直接危及人們的生活。
為了進一步證明buffer zone使用的廣泛性，筆者利用Google搜索引擎進行了檢索，結果是約有11,500,000項符合buffer zone的查詢結果，雖然其中相當一部分的鏈接表達的是軍事用途，但是，也有為數不少的鏈接網站所表達的內容是軍事用途以外的。在其中的一個鏈接網站上，buffer zone有著如下釋義：Area on the edge of a protected area that have land use controls and allow only activities compatible with protection of the core area, such as research, environmental education, recreation, and tourism（http://filaman.ifm-geomar.de/Glossary/Glossary.cfm?TermEnglish=buffer%20zone）。這一釋義不但意思一目了然，而且也與前文提及的武夷山自然保護區設立“保護地帶”的目的完全吻合。另外一個網站則對buffer zone從定義、種類、目的和用途進行了詳細的解釋，明確指出buffer zone也經常被用于環境保護、旅游建設以及其他人類為了發展而進行的活動：From environmental to military disputes, buffer zones are often used to defuse or avert conflict. Buffer zones are also used to manage disputes over development. Inevitably, conflict emerges between social forces promoting modernization, increased population, or technological advancement, and those sectors of society that want to preserve natural resources or indigenous cultures. （http://www.beyondintractability.org/essay/buffer_zones/）。在使用Google搜索引擎進行檢索時，筆者對限定詞進行了修正，在buffer zone后面增加了environment一詞，結果約有5,130,000項符合查詢結果，由此進一步證實了buffer zone與人類活動和環境及生態之間的關系。在http://gbpihed.nic.in/envis/thesis/thesis_nautialsunil.html網站上一篇關于印度Nanda Devi國家森林公園中緩沖區內村莊對于生態保護所起作用的博士論文摘要中，buffer zone總共出現了22次，其中的一段文字如下：The Nanda Devi Biosphere Reserve is situated in Himalayan highlands biogeographic province of India was established in 1988 under the UNESCO’s Man and Biosphere Programme (MAB) for the conservation of biological and cultural diversity. It consists of a central core zone (624.62 km2) surrounded by a buffer zone (1612.12 km2). From the geomorphological point of view, the buffer zone occupies the entire Rishi Ganga catchment. A total of 17 villages are situated in the buffer zone of NDBR, of which 10 villages fall in the Garhwal (district Chamoli) and 7 villages in Kumaon (district Pithoragarh and Almora).
綜上所述，無論是原譯還是改譯，對于“保護地帶”的意義理解以及譯文處理都是有所欠缺的，也是值得作出補充說明和更正的。此外，原譯和改譯把“外圍”翻譯成outlying也是不妥的，因為outlying指的是“遠離中心區域的”（far from the center of a city, town or from a main building），顧名思義，outlying所表達的范圍應該是在一個以同心圓等距離擴散的地區的邊緣，而“緩沖區”與“核心區”之間是有接壤部位的，這個地區顯然是無論如何也不能被看作是outlying的。實際上，原文中的“外圍保護地帶”中的“外圍”完全可以不必譯出，因為它一方面與“保護地帶”乃是同一事物的兩個不同說法而已，也就是說，“外圍”就是“保護地帶”，“保護地帶”就是“外圍”，相對于“核心區”而言，“保護地帶”就是“外圍”了。另一方面，此處的“外圍”也可以看作是漢語中常見的范疇詞，也就是說對某一個概念進行歸納表達的詞語，比如說“計劃生育工作”的英文表達應該是family planning而不是family planning work，因為在漢語中，“工作”乃是對“計劃生育”的重復表達，當然完全不必要譯出。行文至此，“廬山風景名勝區面積302平方千米，外圍保護地帶500平方千米”這一句子的英語譯文不妨翻譯為：Lushan Scenic Area encompasses a core area（zone）of 302 sq.km. and a buffer area（zone）of 500 sq.km.
