5月24日，國務院常務會議指出，按照黨中央、國務院關于推動新一輪高水平對外開放的部署，各地區(qū)和有關部門積極推進全國通關一體化。下一步，一要加快推進國際貿(mào)易“單一窗口”建設，按標準版統(tǒng)一要求，年底前實現(xiàn)全國所有口岸全覆蓋。

5月24日，由李克強總理主持的國務院常務會議指出，“單一窗口”要在年底前覆蓋所有口岸。

今年的《政府工作報告》提出“推廣國際貿(mào)易‘單一窗口’，實現(xiàn)全國通關一體化”（extend the practice of processing international trade through a single window, and achieve nationwide integration of customs clearance procedures）。

“單一窗口”（single-window system）指的是指參與國際貿(mào)易和運輸?shù)母鞣剑╝ll parties involved in international trade and transport），通過單一的平臺提交標準化的信息和單證以滿足相關法律法規(guī)及管理的要求，也就是說，所有的進出口手續(xù)可以一站式辦理（all export and import procedures can be done at one stop），貨物清關流程更加便捷、順暢。

國務院常務會議指出，建立進出境申報（customs declaration）、物流監(jiān)控（logistics monitoring）、企業(yè)資信（enterprise credit standing）等數(shù)據(jù)共享平臺（information sharing platform），凡可通過口岸部門間聯(lián)網(wǎng)查驗的證件、資料不再要求企業(yè)提供，最大限度實現(xiàn)申報、查驗、稅費支付等各環(huán)節(jié)無紙化。

目前，全國共有17個城市在貨物清關服務方面實現(xiàn)了“單一窗口”，國務院常務會議要求在年底前覆蓋所有口岸。
