3月27日，李克強(qiáng)總理在新西蘭最大的主流媒體《新西蘭先驅(qū)報(bào)》發(fā)表題為《勇攀中新友好合作新高峰》的署名文章，全文如下：

WORK TOGETHER TO SCALE NEW HEIGHTS IN CHINA - NEW ZEALAND FRIENDSHIP AND COOPERATION
勇攀中新友好合作新高峰

As I am about to begin my official visit to New Zealand, “the land of the long white cloud”, I wish to extend my sincere greetings to the warm and hospitable people of this country. It will be my first visit as the Chinese premier, but I have long been drawn to New Zealand for its diverse culture, vibrant economy and natural beauty. This year being the 45th anniversary of our diplomatic relations, I very much hope that my visit will contribute to tightening the bond of our friendship and elevating our mutually beneficial cooperation. 在即將開始對(duì)素有“長白云之鄉(xiāng)”美譽(yù)的新西蘭進(jìn)行正式訪問之際，謹(jǐn)向熱情友好的新西蘭人民致以誠摯問候。這是我首次以中國總理身份訪新，但我對(duì)新西蘭多元的文化、繁榮的經(jīng)濟(jì)、秀美的風(fēng)光并不陌生。今年恰逢中新建交45周年，我期待通過此訪拉緊彼此友誼的紐帶，提升互利合作的水平。

As a Maori proverb goes, “Aim for the highest cloud, so that if you miss it, you will reach a lofty mountain.”
新西蘭有句毛利諺語：“把最高的云作為目標(biāo)，即使你達(dá)不到云的高度，也將攀上最高的山峰。”

For many years, China and New Zealand have aimed high and made relentless efforts to develop our relations and cooperation. Together, we kept on scaling new heights and setting new records in China’s relations with Western developed countries. New Zealand was the first Western developed country to conclude bilateral negotiations on China’s WTO accession, the first to recognize China’s full market economy status, the first to sign and implement a bilateral Free Trade Agreement with China, the first to join the China-initiated Asian Infrastructure Investment Bank as a founding member, and the first to hold a nationwide Chinese Language Week, to name a few.
多年來，正是立足高遠(yuǎn)的目標(biāo)，胸懷無畏的勇氣，中新關(guān)系與合作一路勇攀高峰，敢為人先，創(chuàng)造了許多個(gè)“第一”，長期走在中國同西方發(fā)達(dá)國家關(guān)系的前列。比如，新西蘭第一個(gè)同中國結(jié)束“入世”雙邊談判，第一個(gè)承認(rèn)中國完全市場(chǎng)經(jīng)濟(jì)地位，第一個(gè)同中國簽署并實(shí)施雙邊自由貿(mào)易協(xié)定，第一個(gè)以創(chuàng)始成員國身份加入中國首倡的亞洲基礎(chǔ)設(shè)施投資銀行，第一個(gè)舉辦全國性“中文周”。

The recent announcement by our countries to launch negotiations on upgrading our FTA has added yet another new record to the long list of our ground-breaking cooperation. This is great news not just for our countries, but also sends a positive signal of support for trade and investment liberalization and facilitation, especially in the context of weak global economic recovery, rising protectionism and bitter backlash against globalization. I hope and believe that we will continue to scale new heights in our friendship and cooperation to deliver even more benefits to both our peoples.
前不久，中新宣布啟動(dòng)雙邊自貿(mào)協(xié)定升級(jí)談判，又刷新了“第一”的記錄，在當(dāng)前世界經(jīng)濟(jì)復(fù)蘇依然乏力、保護(hù)主義抬頭、逆全球化寒流涌動(dòng)的背景下，這不僅對(duì)雙方是一項(xiàng)重大利好，也向世界發(fā)出了維護(hù)貿(mào)易和投資自由化便利化的積極信號(hào)。我希望也相信，中新兩國仍需要勇攀高峰，讓中新友好與合作更好造福雙方人民。

To scale new heights, we need to go further than what we have achieved to start anew. In the past 45 years of our diplomatic ties, our relations and cooperation have reached unprecedented levels and our interests have become more intertwined than ever before. For four years in a row, China has been New Zealand’s number one trading partner. We are the largest source of foreign students and the second largest of tourists for New Zealand. Each week, about 50 direct flights travel across the Pacific between our countries.
勇攀高峰，要不斷在新起點(diǎn)上自我超越。建交45周年來，中新關(guān)系與各領(lǐng)域合作達(dá)到了前所未有的高度，利益融合也是前所未有地緊密。中國連續(xù)4年保持新西蘭第一大貿(mào)易伙伴地位，是新西蘭第一大海外留學(xué)生來源國和第二大海外游客市場(chǎng)，每周約有50個(gè)直飛航班跨越太平洋往返于兩國之間。

The question now is how can we do even better? Let me quote from a well-known New Zealand mountaineer Sir Edmund Hillary, who said, “It’s not the mountain we conquer but ourselves.” For China-New Zealand relations and cooperation to go further, we cannot rest on our laurels. Rather, we need to fully harness our comparative strengths, and unleash our potential for common development by synergizing our development strategies.
如何讓中新關(guān)系好上加好、更上層樓？新西蘭著名登山家希拉里爵士說過，我們要征服的不是高山，而是自己。我認(rèn)為，中新關(guān)系與合作要實(shí)現(xiàn)超越，就不能滿足于現(xiàn)狀，而是要繼續(xù)發(fā)揮各自的比較優(yōu)勢(shì)，在發(fā)展戰(zhàn)略對(duì)接和優(yōu)勢(shì)互補(bǔ)中充分釋放共同發(fā)展的潛力。

For example, now that we have a fairly stable trade relationship on farm products, we need to move beyond import and export and promote high-tech driven, high value-added, whole-industrial-chain cooperation. We may also explore new areas such as e-commerce, biopharmaceuticals, energy conservation and environmental protection and infrastructure development, to foster new growth areas in bilateral cooperation.
比如，當(dāng)前中新在農(nóng)牧業(yè)產(chǎn)品上已形成較穩(wěn)定的供需關(guān)系，雙方不應(yīng)止步于進(jìn)出口貿(mào)易，還應(yīng)拓展高技術(shù)、高附加值的農(nóng)牧業(yè)全產(chǎn)業(yè)鏈合作，并開辟電子商務(wù)、生物制藥、節(jié)能環(huán)保、基礎(chǔ)設(shè)施建設(shè)等新的合作領(lǐng)域，不斷打造新的合作增長點(diǎn)。

To scale new heights, we need to confront challenges and surmount difficulties. By overcoming difficulties today we will be better able to make progress tomorrow. Rising instability and uncertainty in the international landscape have made it all the more important for China and New Zealand to work together to turn challenges into opportunities. We need to jointly uphold world peace and regional stability, promote economic globalization, build an open world economy, and make new contributions to the development and prosperity of our region and the world.
勇攀高峰，意味著直面挑戰(zhàn)將困難踩在腳下。克服今日的困難就會(huì)獲得通往明日進(jìn)步的階梯。當(dāng)前，國際形勢(shì)中不穩(wěn)定、不確定因素明顯增加。越是面對(duì)時(shí)艱，中新越應(yīng)攜手努力，化挑戰(zhàn)為機(jī)遇，共同致力于維護(hù)世界和平，促進(jìn)地區(qū)穩(wěn)定，堅(jiān)定推動(dòng)經(jīng)濟(jì)全球化，共同構(gòu)建開放型世界經(jīng)濟(jì)，為地區(qū)乃至世界的發(fā)展與繁榮貢獻(xiàn)中新力量。

Over the past eight years since the entry into force of the China-New Zealand FTA, bilateral trade has increased nearly three folds, delivering real benefits to the two peoples. Despite its trade deficit with New Zealand, China remains committed to seize the opportunity of FTA upgrading negotiations to facilitate greater mutual openness of our markets. We are ready to import more goods from New Zealand that are competitive and high-quality, to provide more choices for Chinese consumers and push Chinese companies towards greater competitiveness.
事實(shí)上，中新自貿(mào)協(xié)定生效8年來，兩國貿(mào)易額增長近3倍，從自貿(mào)紅利釋放中獲利的正是雙方民眾。盡管中國對(duì)新貿(mào)易存在逆差，但我們?nèi)匀灰宰再Q(mào)協(xié)定升級(jí)談判為契機(jī)，擴(kuò)大雙向市場(chǎng)開放。中方愿進(jìn)口更多新西蘭有競爭力的優(yōu)質(zhì)產(chǎn)品，讓中國的消費(fèi)者有更多選擇，也倒逼我們的企業(yè)成長進(jìn)步。

We have every reason to believe that globalization will continue to move forward despite its setbacks, just as one should not stop eating for fear of getting choked. And the door, once opened, should not be closed. China and New Zealand should take real actions to advance regional economic integration, to inject greater driving force for regional and even global economic recovery and the resumption of robust growth.
實(shí)踐證明，全球化不能因噎廢食，開放的大門不應(yīng)關(guān)閉。中新應(yīng)以實(shí)際行動(dòng)促進(jìn)區(qū)域經(jīng)濟(jì)一體化向前發(fā)展，為地區(qū)乃至世界經(jīng)濟(jì)走出復(fù)蘇低迷、恢復(fù)強(qiáng)勁增長注入動(dòng)力。

To scale greater heights also means we will enjoy a better view of the diverse landscape of our world. Thanks to our strategic vision and long-term perspective, China and New Zealand have been able to transcend differences in national conditions, stage of development, culture and tradition to achieve win-win outcomes on the basis of mutual respect and equality.
勇攀高峰，才能將更加多彩的風(fēng)光盡收眼底。正是因?yàn)橛兄哒斑h(yuǎn)矚的戰(zhàn)略高度和長遠(yuǎn)眼光，中新才能始終超越不同國情、不同發(fā)展階段、不同文化傳統(tǒng)的差異，始終相互尊重、平等相待、互利共贏。

The Chinese civilization values openness and inclusiveness, and New Zealand is known for its multicultural dynamism. I was told that the New Zealand people have a strong interest in the Chinese culture and language, and more and more of them turn out for Spring Festival and Lantern Festival celebrations. And the Chinese people are fascinated by the unique, unspoiled scenery of New Zealand, as displayed in The Lord of the Rings and The Hobbit. Cultural and people-to-people exchanges have facilitated our harmonious coexistence and sincere cooperation. And mutual respect for development paths chosen in light of our respective national conditions will help the two sides build mutual trust and learn from each other.
中華文明推崇開放包容、兼收并蓄；新西蘭文化多元而富有活力。我聽說，新西蘭民眾對(duì)中國文化和漢語有著濃厚的興趣，每年的中國農(nóng)歷春節(jié)和元宵節(jié)慶祝活動(dòng)吸引著越來越多新西蘭當(dāng)?shù)孛癖妳⑴c。而新西蘭純凈獨(dú)特的自然風(fēng)光也讓中國民眾心向往之，《指環(huán)王》、《霍比特人》將新西蘭的美展現(xiàn)在大銀幕上，也久久縈繞在中國觀眾的心頭。中新以人文交流為平臺(tái)，以人員往來為紐帶，有利于雙方的和諧相處，精誠合作；中新相互尊重彼此根據(jù)自身國情選擇的發(fā)展道路，有利于構(gòu)筑互信，交流互鑒。

Drawing on our experiences, China and New Zealand should jointly call for diversity of world civilizations, and add more color and splendor to the development of world cultures. We believe diversity makes the world more colorful, and having one more possibility means more hope and promise.
推而廣之，中新應(yīng)共同倡導(dǎo)世界文明多樣與文化多元，共同為世界文明發(fā)展增加更多色彩與精彩。相信這個(gè)世界會(huì)因多元而更加豐富多彩，會(huì)因多一種可能增添更多希望。

As a Chinese poem reads, “Try to ascend the mountain’s crest: it dwarfs all peaks under our feet.” I am confident that our joint efforts to scale new heights will create an even brighter future for China-New Zealand relations and make our world a more splendid place.
中國古詩云，會(huì)當(dāng)凌絕頂，一覽眾山小。勇攀高峰，相信中新關(guān)系會(huì)有更美好的明天，相信世界會(huì)有更輝煌的未來。
