The implementation of innovation-driven development strategy requires us to give technological innovation in key fields a prominent position, and carry out important scientific projects that relate to overall long-term development of the country.
落實創新驅動發展戰略，必須把重要領域的科技創新擺在更加突出的地位，實施一批關系國家全局和長遠的重大科技項目。

【背景】今年以來，習近平有諸多關于創新發展的表述。習近平在關于《中共中央關于制定國民經濟和社會發展第十三個五年規劃的建議》的說明中，強調實施一批關系國家全局和長遠的重大科技項目的重要性。2015年11月15日，習近平在二十國集團領導人第十次峰會第一階段會議上的講話中強調，世界經濟長遠發展的動力(driving force)源自創新(innovation)。總結歷史經驗，我們會發現，體制機制變革釋放出的活力和創造力(the dynamism and creativity)，科技進步造就的新產業和新產品，是歷次重大危機(previous major crises)后世界經濟走出困境(turning the corner)、實現復蘇的根本。

【熱詞】把脈、開方 Take the pulse and make a prescription

Under the current situation, we need to first take the pulse of the world economic situation; once we better understand it, we need to make a prescription for how to promote global economic growth and employment.
當前形勢下，亟需我們回答兩個問題。一是“怎么看”，要精準把脈世界經濟形勢。二是“怎么辦”，要為促進全球經濟增長和就業開出良方。

【背景】2015年11月15日，習近平在二十國集團領導人第十次峰會(Group of 20 summit)第一階段會議上進行了題為《創新增長路徑 共享發展成果》(Innovative Growth That Benefits All )的發言。在發言中，他引用了中國古代先賢所說的“善治病者，必醫其受病之處；善救弊者，必塞其起弊之原，”(To cure a disease, one should treat its root causes; to fix a problem, one should target its source)認為國際金融形勢出現各種問題的深層次根源于傳統經濟體制和發展模式的潛能趨于消退及發展不平衡問題，“這就像一個人生了病，看起來是感冒發燒，但根子在身體機理出了問題”(Like a person who falls ill, running a fever may just be the symptoms, the root cause, however, lies with problems in the body system)。習近平以中醫(traditional medicine)理論來解釋世界經濟形勢，既深入淺出，又形象生動。

【熱詞】“四鐵”干部 "Iron"officials

In order to build a prosperous society and realize the Chinese dream of national rejuvenation, we must groom officials to be as strong as iron in their belief, faith, discipline and sense of responsibility.
實現全面建成小康社會奮斗目標、實現中華民族偉大復興的中國夢，關鍵在于培養造就一支具有鐵一般信仰、鐵一般信念、鐵一般紀律、鐵一般擔當的干部隊伍。

【背景】12月11日至12日，全國黨校工作會議在北京召開。習近平在講話中首次提出了“四鐵”干部這一標準。習近平指出，黨校承擔著為領導干部補鈣壯骨、立根固本的重要任務，必須堅持黨校姓黨這個黨校工作根本原則(fundamental principle)，更加重視干部教育培訓工作，切實做好新形勢下黨校工作。

【熱詞】網絡空間命運共同體 A community of shared future in cyberspace

Cyberspace is the common space of mankind. The future of cyberspace should be in the hands of all nations. Countries should step up communication, broaden consensus and deepen cooperation, to jointly build a community of shared future in cyberspace.
網絡空間是人類共同的活動空間，網絡空間前途命運應由世界各國共同掌握。各國應該加強溝通、擴大共識、深化合作，共同構建網絡空間命運共同體。

【背景】2015年12月16日，習近平出席第二屆世界互聯網大會開幕式并發表主旨演講時提出并重點論述了“網絡空間命運共同體”。習近平在去年致互聯網大會的賀詞中就已經提到命運共同體：“互聯網真正讓世界變成了地球村，讓國際社會越來越成為你中有我、我中有你的命運共同體(a community of shared future))。”今年又重提并基于此提出“五個主張”以共同推動網絡空間互聯互通(connectivity)、共享共治，展現了中國國家治理者對全球互聯網治理的主張。
